Approvals
Texas has no systematic state-wide siting requirements for solar array developments. Siting rules are largely left to counties, towns, municipalities, and/or cities in which a proposed solar development will reside.
There is no zoning in the unincorporated county areas. Applications/requests for tax abatement on economic development require a public hearing with a 30-day notice of consideration issued by the County Commissioners Court. (Chapter 312)
Decision-Makers
Commissioners Courts
County Commission governments in Texas have four elected commissioners and an elected County Judge. The County Judge is a voting member of the Commissioners Court and is the executive officer of the county, responsible for acting as chief administrator and budget officer for the county.
