Understanding how local decisions are made and who is making them is fundamental to successful community engagement and project approval. Knowing who the decision-makers are and what they value gives a developer the necessary background for persuasive and constructive engagement with officials.

Situational Analysis

In almost every plot relevant to Athens Solar, a CUP will be required based on their current zoning type (see tables). Planning Commissioners serve terms concurrent with their district supervisor, except at larger commissioners, which serve four-year terms.

Note that Planning Commissioners are appointed by the supervisor from their corresponding district, with the opportunity for reappointment. Therefore, be aware that there may also be some political pressures as play relative to the supervisors. If the developer, or other related stakeholders, wish to appeal a ruling from the Planning Commission, the issue would then be taken up by the Placer County Board of Supervisors. The Board of Supervisors could be a secondary group of stakeholder to be engaged in the event the Planning Board does not approve the project.

Anders Hauge (District 5): A resident of Meadow Vista and a managing partner of A&J Farms in the Sutter Basin. Hauge has nearly 50 years of experience in environmental, community and transportation planning. They were reappointed in 2021. There does not appear to be public reporting on Hauge’s position on solar development.

Anthony DeMattei (District 3): DeMattei previously served on the Placer County Farm Bureau Board, Placer Union High School Agriculture Advisory Committee, Del Oro High School Agriculture Committee and Sierra College Agriculture Advisory Committee. Bridget Powers (At Large): Powers, a resident of Auburn, served three terms as the mayor of Auburn and 13 years as an Auburn city council member and four years as an Auburn Planning Commission member. Powers’ professional affiliations include the Sacramento Area Commerce of Government, Placer County Economic Development Board, City of Auburn Economic Development Board and Auburn Airport Business Park Association. Their latest appointment was in 2022. There does not appear to be public reporting on Power’s position on solar development.

Daniel Woodward (District 4): Woodward previously served in the U.S. Air Force, where he served as a pilot and general officer. Nathan Herzog (District 2): Herzog is an award-winning educator and has authored several publications. He earned a doctorate in philosophy from Capella University and also holds a master’s degree in multicultural education. He is currently dean of the School of Education at William Jessup University. There does not appear to be public reporting on Herzog’s position on solar development. The Athens Solar Project footprint falls predominantly in Herog’s region, District 2.

  • In 1988, hired as the part-time Field Aide to then Placer County Supervisor Mike Fluty, a position she held for just over a year, before becoming a full-time employee for Perini Land Development. 
  • In 1991, joined the Tahoe City Public Utility District where she worked for 26 years.
  • Held a variety of positions, including her final eight years as the General Manager. 
  • She secured and administered $30 million in grant funding for a variety of capital projects including bike trails, sidewalks, water and sewer system upgrades, community buildings, public parks, beaches, and environmental restoration projects.
  • In 2003 she was appointed to the California Fish and Game Commission by Governor Schwarzenegger, where she served four years.
  • In 2017, retired from local government and took over as the Chief Executive Officer of the North Lake Tahoe Resort Association and North Tahoe Chamber, until she was appointed as the District 5 Supervisor for Placer County. 
  • Also chaired the Marine Life Protection Act Blue Ribbon Task Force, charged with developing recommendations for protecting the State’s waters along the North Coast of California.
