Situation Analysis
Understanding how local decisions are made and who is making them is fundamental to successful community engagement and project approval. Knowing who the decision-makers are and what they value gives a developer the necessary background for persuasive and constructive engagement with officials. Bollinger County is heavily red, which is reflected in the majority of its officials being Republican. Many of the county authorities do not have active online presences and have very limited digital footprints.
This section catalogs organizations in the community that have influence over the decision-makers or public opinion. Rarely do officials make decisions in a vacuum, without perspective and input from peers or pressure from interest groups. Developers are walking into a local policy environment filled with existing relationships, economic realities, and perhaps different political and cultural values.

Bollinger County Chamber of Commerce
This Chamber helps in the development of the county by getting local businesses to join and then they use the funds to provide services and bring in events to the community.

Southeast Regional Planning and Economic Development Commission
This commission handles transportation planning, economic development, revolving loan fund, grant writing and administration, GIS and cartography, and solid waste management. They handle the counties of Bollinger, Cape Girardeau, Iron, Madison, Perry, Ste. Genevieve, and St. Francois.
