State-level representatives are in-direct decision-makers, typically serving in the state legislature. This means they have the power to make policies that could impact the project’s viability, but they are not directly involved in the existing permitting and approval process.
In Missouri, 108 of 163 state representatives are Republican. The state as a whole, as well as the town councils and boards, are mostly republican or conservative leaning. Therefore, they will be concerned with any investment in companies being fiscally conservative and those investments must show a reasonable rate of return on the state's investment.

Rick Francis (R-MO District 145)
Rep. Rick Francis is a Republican who represents Bollinger County, Madison County, and most of Perry County (District 145) in the Missouri House of Representatives. He was elected to his first two-year term in November 2016. Along with his legislative duties, Rep. Francis is a farmer. He previously spent 33 years in education as a teacher and coach at Risco, Woodland, and Perryville High Schools, and served as Middle School Principal and Assistant Superintendent for Perry County School District #32.
