Located in rural Brazoria County in a steeply declining rice producing region west of Houston, the project does not face any permitting hurdles because there is no zoning code or any substantial mechanism for land use adjudication. Solar has been embraced as a land use and there’s a solid history of successful development.

Permitting

Brazoria County does not regulate land use and has not adopted zoning ordinances in the unincorporated areas of the County. The County does not have a Comprehensive Plan, and no land use documents exist. 

Strategy

The project abuts existing electrical infrastructure and it enhances the viability of solar in the region. This is non-controversial, vital infrastructure in a county that is embracing solar without any permitting obstacles, so the strategy is to approach this just like the myriad of other projects in the county that receive over-the-counter approvals.
