County Profile

Latrobe is located in Sacramento County, which includes the State Capital – the City of Sacramento. This is a large county population-wise, with a population of 1,585,055. The project area lies slightly to the east of the City of Sacramento, and just east of Rancho Cordova (population of 64,776.) The project is planned for an unincorporated part of the county, which has a history of mining dating back to the gold rush era. There are residual environmental remediation issues in the area, and some ongoing surface mining activity today. This is not land zoned for agriculture, and much of it is brownfield land.

Permitting

The project area is zoned as a Special Planning Area (SPA), which was established to allow Aerojet broad latitude in the use of the property (Aerojet Industrial Area), for a multitude of allowable uses - from surface mining to jet propulsion testing, to residential subdivisions, and everything in between, including light and heavy industrial uses. Utility scale solar requires a minor use permit in the M1 (light industrial) and M2 (heavy industrial) zoned areas, and M1 and M2 uses are specifically allowed in this SPA. Any permit is subject to CEQA review.

Strategy

Deliver a message based on the fact that renewable energy development is supported generally, and in this land use scenario in particular – both politically and in planning documents. Build key relationships and momentum early to cut through red tape, potential planning delays, and get out well in from of competing ideas and uses.
