The project is located on residentially zoned land in the incorporated city of Katy, a west Houston suburb at the hub of Waller, Fort Bend and Harris counties. The land is formerly industrial and is adjacent to a substation, transmission, and transportation corridors to the south and a wealthy residential area to the immediate east.

Permitting

The application process entails an SUP or Rezoning to Industrial District “M,” both of which will require approval by the City Planning and Zoning Commission (CPZ). The City is in the process of updating its Comprehensive Plan which in its draft form retains the residential zoning of this parcel.

Strategy

Battery storage located immediately adjacent to homes runs the risk of opposition based on neighborhood incompatibility, especially as it is zoned residential. However, the site’s location, history and highest and best use is industrial. That’s the case that we should make immediately to the city, while treading extremely surgically with immediate neighbors and identifying broader community support.
