The project is located on commercial office-zoned land in the incorporated city of League City, a suburb to the southeast of Houston in Galveston County, Texas.  The land is directly across the roadway from a substation and is immediately adjacent to two churches.

Permitting

There are two decision making bodies for Special Use Permits and Rezoning requests. These are the Planning and Zoning Commission (P&Z), and the City Council. The application must be recommended by the P&Z and the Council is the final decision maker.

Strategy

Battery storage located immediately adjacent to churches and nearby neighborhoods inherently carries the risk of opposition based on neighborhood incompatibility. However, the site’s location next to the substation elevates its highest and best land use as energy storage. That’s the case that we should make immediately to the city a, while treading extremely surgically with immediate neighbors and identifying broader community support.
